Apply for Technopark Status
Technopark status enables owners and holders of the rights of economic or operational management over capital construction facilities, or parts thereof, used for research and development, information and communications, manufacturing, testing, inspection, analysis and certification activities to benefit from property tax, land tax and preferential land lease terms
Foreign ownership < 25%
The total floor area of capital construction facilities must be at least 10,000 sq. m, and the minimum floor area for part of a capital construction facility is 5,000 sq. m
The building density for capital construction facilities must be at least 8,000 sq. m per hectare. For land plots located in the Troitsky and Novomoskovsky Administrative Districts of Moscow, the minimum building density requirement is reduced by 50%.
Retail, office, catering and consumer service premises should account for not more than 20% of the total floor area of the capital construction facility
Investment amount over the previous five years (excluding VAT): at least RUB 59.9 mln per hectare
Annual revenue (excluding VAT): at least RUB 1,018.8 mln per hectare
Annual payroll: at least RUB 339.6 mln per hectare
Average monthly salary: at least RUB 135.6 thousand
An applicant is deemed to satisfy the economic eligibility criteria if it meets the payroll per hectare indicator and at least two of the remaining three performance indicators. Both the applicant's and eligible tenants' performance indicators are considered.

Apply for Industrial Complex Status
This support measure enables Industrial Complex status to legal entities and sole proprietors engaged in industrial production, research and development, enabling them to benefit from regional tax incentives. The status is assigned to capital construction facilities and the land plots on which they are located
A legal entity must be registered as a taxpayer in Moscow
Compliance with the eligibility requirements established by Moscow Government Resolution No. 38 dated 11 February 2016
The applicant must be a member of Moscow Innovation Cluster (MIC)
The land plot have industrial production and/or research activities as its primary permitted use
Annual revenue (excluding VAT): at least RUB 9.9 mln per employee
Annual payroll: at least RUB 198.2 mln per hectare
Average monthly salary exceeds the average salary in the relevant industry in Moscow

Apply for Investment Priority Project Status
This support measure enables legal entities and sole proprietors to obtain Investment Priority Project status in Moscow and benefit from regional tax incentives and preferential land lease rates.
The status is granted to investment projects implemented in Moscow in the following sectors:
• manufacturing;
• research and development;
• testing, inspection, analysis and certification;
• information and communications;
• education;
• culture and the arts;
• sports;
• residential social care services for older persons and persons with disabilities;
• other eligible sectors
The investor (legal entity) must be registered as a taxpayer in Moscow
The applicant must comply with the eligibility requirements established by Moscow Government Resolution No. 38 dated 11 February 2016

An application for Investment Priority Project status, including the applicant's consent to undertake obligations to achieve the performance indicators applicable to relevant category of Investment Priority Project at levels not lower than those specified in the List of eligibility requirements

This support measure is aimed at obtaining a rental payment benefit and/or a benefit related to the fee for changing the type of permitted land use specifically, for a land plot used for the construction of one or more multi‑apartment residential buildings and/or compensation to Moscow budget for changing the technical and economic indicators of capital construction facilities. It is provided to the investor(s) and any engaged parties (if applicable) fulfilling their obligations to create one or more places of employment and to complete state registration of rights to them in the prescribed manner and within the established timeframe

No outstanding debt for rent payments for land plots owned by Moscow and used in the implementation of the investment project, and no outstanding debt related to the fee for changing the type of permitted use of the land plot

In the case of an investment project involving two or more investors, the composition of shareholders of the investors’ business entities must match the composition of shareholders of the investor(s)’ business entities by at least 51%, with the corresponding proportional distribution of shares/interests in the authorized capital of the investors

prove practical applicability;
be supported by sound scientific evidence;
have a successful track record of implementation at industrial enterprises

Apply for Production Localization Support — Selection of an Industrial Site
The service was launched with the aim of interaction between potential investors and site owners (of all forms of ownership) who are interested in presentation of the vacant areas for the location of production facilities
This service provides access to city-owned sites for companies planning to localize or expand production in Moscow. Service provides guidance on selecting a site based on the optimal location, utility connection opportunities, the availability of related production facilities required for business localization, the competitive environment, and selecting premises that best suit the implementation of each specific industrial investment project
The service is focused on selecting sites based on their optimal location, connectivity to engineering networks, availability of related industries necessary for business localization, and the state of the competitive environment
The right to request assistance in selecting industrial sites is provided without restrictions
